If you can store books, I don't see a reason why you can't store towels

Where was this product made?

Can't really answer that, but from the quality, design and lack of stability, I would say China. Nothing matched and it was an unbelievable POOR design. I put it together per their horrible instructions and incorrect hardware. They provided sheet metal screws, not wood screws. The also designed it to screw into place in an impossible location. It was not sturdy, whats-so-ever and I returned it within 1 hour. I would not recommend buying this or even keeping it if someone gave it to you. I was more afraid of it tumbling down and hurting my elderly mother.

Will this hold textbooks?

Yes, it can hold textbooks. As long as the weight of the books does not exceed the carrying capacity of each shelf: 22 pounds (10 kg).
