Yes but you need a computer capable of running it. The steam link doesn't play games on it's own, it streams them from a computer.

Q: Im confused what does this exactly do?

The Steam Link connects to a PC on your local network that is running Steam, and mirrors the video output of that PC over the network to the HDMI output of the Steam Link (such as the TV in your living room), and sends the input of any controller/keyboard/mouse connected to the Steam Link back to the PC. This allows you to play your Steam games in one room while the PC running the games is in another room, as long as both the Link and PC are connected to the same network. While the Link is connected, your PC will be able to be controlled from either room, and the same video output will show up on both screens.
