Q: Can't I just plug this into to power and the router and be done with it, and it will reboot when the router drops offline?

Their are some steps involved with the setup, more then just plugging in. You will also be asked to schedule periodic updates. My router has froze up twice with device connected, I was able to get it remotely by having service provider reboot my modem. So the device has worked for me for last 6 months, just not as advertised.

Q: Once it turns power back on, how long does it wait for the router to reboot before it tries dropping power again?

I have not noticed a second power cutoff but there is no log to check. I have requested that they add a log to the app.

Q: After reset,it blinks red and blue, i got to the point where the app says "sending wifi credentials" nothing further. any advice?

Don’t know but I would uninstall then add it back. I think you need to be on a 2 G network.

Q: what is offline detection time? the time before it reboots when it detects slow speed or the frequency it checks for connection to internet?

It is the amount of time it needs to be offline before it reboots when an outage is detected. If it comes back online in that time period, it will not reboot.
