I own an Innova 3300 that over estimates voltages, 9V PS reads 10.5, 12V reads 13.8, 3.7V battery reads 6.24 what can I be doing bad??

A 12 volt car battery when fully charged is 12.6 to 12.7 and reading of 12 volts is considered dead. AGM batteries read a little higher

Can I use this to test the thermal fuse on my dryer?

Yes, I recently used it to test a thermal fuse in a popcorn maker.

Is this sensitive enough to allow me to determine the voltage on my doorbell wiring (16 volt vs. 10 volt vs. dead)?

Yes! My son used it for a science project that measured the amount of electricity fruit generated and it worked wonderfully.

what kind of battery does it use?

Standard 9V rectangular battery with snap on connections
