Can anyone advise. hopefuully seller. i bought this cable to rewire a table lamp which will run a e27 4w led light bulb. is it suitable and safe?

Hi The product heading says 'Mains' but further down the small print, it says that it is 12 volt rated. I think the 'Mains' label is an error - the cable is clearly very thin and I wouldn't want to use it on mains power. If your LEDs are mains powered, then it's not suitable. I was wiring up some 12 volt LEDs and it's fine for that.
