Q: Is the vest short in length?

I can't give a precise answer. I am 6' 2" have a pretty long torso, and the vest fits me nicely.

Q: I am a pretty large guy. 6 ft with a 46-inch waste. Will the 2xl fit me?

I expect the XXL will fit you. I found the Vest had extra room even though I had an undershirt, shirt, and zip sweatshirt on, with an iPhone in my pocket.

Q: Do the bottom pockets have velcro strips on the flaps?

The pockets on the bottom of the front of the vest have a velcro strip that on my vest firmly closes the flap on the top of the pocket. The velcro strip is in the center location where you would expect a button or a metal snap on vests or jackets that use that kind of closure.
