Will it work with a canon rebel t7 and Neewer Tt560?

It doesn’t work on that model.

will this work with a cannon rebel T3

Yes,Pixel e-TTL Flash Hot Shoe Adapter work with canon rebel T3 camera.

Will this act as an adapter between a pocketwizard plus iii and a remote canon 430ex ii. (i would transmit from a pocketwizard plus iii on camera)

Yes it will. I use it all the time with my Canon 580 EX II. Keep in mind that the 580 EX II has a buit-in PC Sync terminal. I dont think the 430 EX does. However, you should be able to attach it to one of these hot-shoe adapters and attach it to your pocket wizard then fire it off with another pocket-wizard mounted on your camera.
