Q: Can these be painted?

The one on the left can be painted but not the other one. I am totally kidding. I wouldn’t recommend it. Even if you were to first prime the surface with a self etching primer the top coat would eventually come off in spots that scrape when flipping the handle open and closed. Powder coating is more durable than paint and would last longer but it will still suffer the same fate of paint. You might be able to alter the color using an electrolytic process such as anodization, electroplating, or blueing but which process to use is completely dependent on the type of metal used to make the handles.

Q: Can this be hung upside down for a ceiling attic door without the latch staying open?

It will likely swivel open if installed that way. It's a pretty free-flowing hinge.

Q: Can this be used outdoor on the deck as trap door pulls?

Don't know. I had to return mine.
