Why does a green light blink when this is off? I would think when it is off there shouldn't be a blinking light. When it's on would make sense. Dumb

I bought the physical Mouse Jiggler and when it’s turned off after a few minutes the light on the display starts blinking green. Can it be turned off?
Product no longer rotates unless I hold the + button and it only lasts for 1 countdown. Also, flashing red light and ‘88’ on the display, thoughts?
